Everything you need to know about joining the CEE network — from signing up to daily bookings.

All participating programs must have a fully executed service agreement and pay monthly membership fees to access the CEE network. Grant funding is occasionally available to help offset fees — be sure to ask when you reach out.
Every CEE substitute arrives fully documented and licensing-ready. Requirements include:
- Background checks with fingerprinting on Kansas or Missouri required systems, with documented clearance
- Resume and verified reference checks
- High school diploma or college transcripts
- Health survey or health assessment, plus TB skin testing
- First Aid / CPR and skills testing
- Initial health and safety requirements for your state
- Annual training hours kept current
The cost of one classroom closure is often more than an entire month of CEE membership. Grant funding may be available to reduce your fees — ask us today.
There is a $50 daily booking fee per placement. Substitute wages — $125–$160/day depending on education and experience — are paid directly through your own payroll.
For perspective: one closed classroom with 12 children at $40/day is $480 in lost revenue — before factoring in parent confidence, staff burnout, or licensing risk. CEE saves you far more than it costs.
Staff shortages rarely stay contained. When coverage falls short, a cascade typically follows:
- Directors leave administrative work to cover classrooms
- Regular staff get overworked and burned out — increasing resignation risk
- Children are displaced from their normal rooms
- Parents lose confidence, or are told to keep children home
- Licensing violations become a real risk
